Going to the Stairway to Heaven was interesting. I was by myself, and it was an adventure in figuring out Kobe's transportation system. The cable car up was inoperable, but busses were available to take people up and down, just walk over to the group of busses and ask which one goes to the top. A bus goes up and down every half hour. At the top, there were also busses for other attractions further on, but I wanted to be down the mountain before sunset because of the cold (I was there on April 7).The stairs were easy enough to find. They are on the property of 653 cafe that seems new but was closed on the day I went, a Monday.It is basically a stairway across Sunrise Dr Way, behind Mt. Rokko Tenran Observatory. A fence surrounds the cafe with an open gate. I was the only person there. The stairs lead to a narrow platform that affords a view of Kobe and Osaka. I really enjoyed myself even though I didn't stay long at the top.Because the Rokko Sanjo Station wasn't working, I think the area seemed a little sparse of ammenities. There was a convenience market selling beverages, snacks, warm clothing accessories, and souvenirs. Restrooms were available, too. The area seemed like a hikers paradise, which I like, but that spot didn't have a lot going on as far as tourism goes. If 653 cafe were open, I would have hung around longer. The cafe grounds did have two wooden swings on trees which I swung on. It was fun to swing and see the views. Again, my goal was simply to walk up the stairs, look around, and leave, so I didn't have any other expectations.Google maps worked fine there. Points to note about transportation, bus 16 got me to the bottom of Rokko Cable Shita Station. It cost 1,000 yen to take the bus to the top and back down. Be forewarned, Google didn't show that the cable car wasn't working and the trip up on the bus is long abd very windy. Then the return bus at the bottom that I took to the metro station was different, bus 106 or 116, I can't remember, but it was fortuitous that I happened to look to my right of the bus stop and see written in English on the scrolling digital sign, "Rokko Station".

天堂之梯很美，可飽覽神戶市美景。咖啡和咖喱飯都很美味，亦有免費泊車。
とても映える、不思議な気持ちになる場所です。眺めも良いですよ。

We drove around the area and decided to stop here for a break. The view was nice and the staff were great. Order via QR code and enjoy the surroundings. Plenty of parking too.
