I imagine what’s happening here is that Japanese law demands the district to build a certain number of ‘parks’ in this area. This, the bureaucracy and the denizens decided that they can take a random empty space of land and name it a ‘park’ and get away with it.In truth, this is just an empty space without any meaningful attractions or structures. I highly doubt actual children or the neighborhood puts the ‘park’ to use… but here we are. I’m not blaming or criticizing anyone; just an observation on a strip of land that can probably find a better use.
