He is a character representing Tsuyama's local kappa folklore.In the Tsuyama/Mimasaka area, kappa are traditionally called 「ごんご」 (Gongo). You will notice this name repeatedly around Tsuyama—on streets, manhole covers, buses and other local artwork. Travel accounts specifically identify the kappa along the street from Tsuyama Station toward the city centre as “鶴太郎.”アメーバブログ（アメブロ）The statue is therefore part of Tsuyama's effort to represent its local folklore and identity, rather than being a monument commemorating an actual historical event.
